Fact Check: Christian Señeres and his legislative track record

Christian Señeres, a representative of Buhay Partylist from 2003-2007, declared his opposition to capital punishment in the Harapan 2013 Senatorial Debate. He claimed in this debate that he filed a bill to repeal the death penalty.

Records from the House of Representatives confirm that Señeres was one of the authors of RA 9346, the “Act prohibiting imposition of death penalty in the Philippines”. Filed as House Bill 4826 in the thirteenth congress, Señeres was one of the over one hundred legislators that supported the bill.

Then House Deputy Majority Leader Edcel Lagman was the bill’s principal author.

In the same debate, Señeres also claimed that 5% of GDP should be intended for the budget on health. However, neither Señeres nor BUHAY partylist has officially filed a bill regarding the 5% allocation of GDP to health. At best, Señeres has been consistent in his interviews that he plans to fight for it. The closest health-related Republic Act involving BUHAY partylist is RA 9502 or the “Universally Accessible Cheaper and Quality Medicines Act of 2008,” an act prescribing special measures to lower the cost of medicines and other purposes.
