Eight party-list representatives filed less than five bills throughout the 16th Congress which began in July 2013.
This begs the question: What have they been doing all this time?
The eight include ABONO Congressman Pacoy Ortega, who has not authored a single bill since 2013. Ortega did not deliver a single privilege speech, either.
Ortega, who belongs to the powerful Ortega political dynasty of La Union, is on his third and last term as representative of the group representing farmers, considered among the poorest of the poor.
Ortega is running for governor of La Union in the May 9 elections.
