Biographical sketch

Dr. Prospero "Popoy" de Vera is a Professor of Public Administration and Vice President for Public Affairs of the University of the Philippines. Dr. de Vera has spent the past three decades in the policy arena working in the legislative and executive branches of government in the Philippines and the United States.

He served as executive assistant, chief-of-staff, senior consultant, and senior adviser to Senate President Aquilino Pimentel Jr., Senate Presidents Protempore Sotero Laurel, Leticia Ramos-Shahani, and Juan Flavier, Senators Gregorio Honasan, Ramon Magsaysay, Jr., Koko Pimentel III, and Rep. Consuelo Puyat-Reyes from the 8th-15th Congress.

His areas of policy expertise cover higher education, agriculture, indigenous communities, environment and climate change, and local governments.

He left the Philippines in 1990 as a Fulbright-Hays Visiting Scholar to the University of Southern California in Los Angeles and the California State University in Sacramento. In the U.S., he worked with the Committee on Revenue and Taxation of the California State Legislature where he helped write several bills on recycling, tax incentives for waste management, and hate crimes.

Dr. de Vera was the first Filipino recipient of a California State Assembly Resolution [Res. No. 7 given by Speaker Willie Brown] commending his work at the California Legislature in 1992.

In recognition of his policy expertise, he was designated by Presidents Ramos and Macapagal-Arroyo as member or adviser to the Philippine delegations to the UN International Conference on Population and Development held in Cairo, Egypt; UN World Summit on Social Development held in Copenhagen; UN World Food Summit in Rome; and the UN Special Session on Children in New York from 1994-2002.

He was a member of the Experts Group appointed by the President and Congress that reviewed the AFMA in 2008 and the CHED Experts Group on the rationalization of public higher education. He was a Senior Fulbright Visiting Professor/Fellow at the Johns Hopkins University in Baltimore, Maryland in 2000-2001.

Dr. de Vera is an internationally recognized political analyst and opinion makers whose views are regularly sought by the print, broadcast and new media. He sits in the Steering Committee of several education networks in the Asian region such as AUN USR&S, Asean Youth Volunteer Program (AYVP) and Asia Engage (

He is the President of the Association of Political Consultants in Asia (APCA) ( and has run numerous national and local political campaigns in the Philippines.

He hosts the top rating television and radio education show Turo Turo sa DZMM Teleradyo ( in the ABSCBN television network.

He finished his BA History and Doctor of Public Administration degrees from the University of the Philippines.
