Professor Roland G. Simbulan is Professor 12 in Development Studies and Public Management at the University of the Philippines. He served as Vice Chancellor for Planning and Development (2002-2005) and was Elected Faculty Regent in the Board of Regents of the U.P. System (2006-2007). From 1987-2005, he served as a Senior Political Consultant of Foreign Relations and National Security at the Philippine Senate.
Simbulan is sole author of eight (8) books on Philippine-US relations, US bases, Philippine foreign policy and nuclear policy in the Philippines. One of his books on Nationalist Foreign Policy was translated into Japanese and published in Japan in 2012 with the title, Firipin Minshu Vuiesu Beigun Churyu (Tokyo: Gaifusha Publishing, Inc., 2012). His scholarly articles have been published in both national and international journals.
Simbulan is also Vice Chair of the Center for People Empowerment in Governance (2004-present) and former Chair (1988-2000) and Founding Board Director of Ibon Foundation. He is a specialist of PH-US security relations, Philippine foreign policy, ASEAN regionalism, and the impact of globalization on the Philippines. He has been involved in research and published articles on political dynasties, political parties, civil society engagement in Philippine elections, warlordism in Mindanao and the Philippines.
