Erwin A. Alampay is an Associate Professor at the National College of Public Administration and Governance (NCPAG) in the University of the Philippines, and Director of the Center for Local and Regional Governance (CLRG) He is also currently a Senior Research Fellow with LirneAsia, an Asian regional ICT policy and regulation think-tank.
He is member of the Editorial Review Board for the International Journal of Public Administration in the Digital Age (IJPADA) and was previously Senior Editor for the Electronic Journal of Information Systems in Developing Countries (EJISDC).
Dr Alampay also editted the book ‘Living the Information Society in Asia’ (2009) (ISEAS Press), and is currently a consultant on e-Resiliency for the ICT Office. His areas of interest include ICT for Development, e-governance, open data, mobile money, universal access to ICTs, voluntarism and citizenship.
Alampay finished his Bachelor of Science in Industrial Engineering and Master in Public Administration degrees at University of the Philippines Diliman. He finished another masteral degree in Development Studies from the Erasmus University, The Hague, The Netherlands. He would later earn his Doctor of Philosophy in Development Administration and Management from the University of Manchester, United Kingdom.
